Previous sanctions on Syria, forced the Central Bank to have their banknotes printed by Goznak in Russia. The lifting of these sanctions is making it possible to have them again printed in Western Europe.
Some contracts signed with Goznak before the fall of the Assad regime are being fulfilled, but conversations are taking place with an Austrian company, most likely the Oesterreichische Banknknoten-und Sicherheitsdruck GmbH, for future printings.
